If a child fails a grade, that child's parent(s) or guardian(s), must pay tuition for the make up year. You get each grade once for free, otherwise you pay. Parents must meet with the child's teacher twice a year at minimum and if more meetings are required then the parents must attend, otherwise they will be written fines that are to be enforced like parking/speeding tickets. People understand money and penalties. Taxpayers must stand up for themselves. A "free" education is paid for by us and is a privilege and an investment not an entitlement to be tossed in the trash heap.Here is a law for us to pass.
