Is Jackson the 22nd councilman?
Apparently the Cleveland City Council thinks Mayor Frank Jackson is still the council president and have chosen to cede their authority over parks and recreation funding to his office.

Right you are Mike, so why were you one of 20 council members (Ward 11 Councilman Mike Polensek was the lone dissenter) who voted to approve the move? Could it be that it’s hard for folks who are all members of the same party to disagree? At this rate, we might as well follow a parliamentary system in Cleveland… council (about 3/4) basically chose Jackson to replace Jane Campbell as mayor last year. What’s next, making Fannie Lewis the Queen?
